1965 , under the D.P.W.'s regulations on child welfare , the D.P.W. provided adoption
families for the children in need but it was limited only for the orphans and
abandoned children in its care. Child smuggling to to the foreign countries was
prevalent in the period 1976-1977 by the gap that there was no obligation for
the hospitals and clinics where chilren were left abandoned to send them into
the care of D.P.W. Consequently the Government undertook to introduce measures
in prevention of child smuggling then established the Adoption Center and on 27
July 1977 draft legislation which led to the " Child Adoption Act B.E. 2522
( 1979 ) " with this Act , the Adoption Center was re-titled the " Children
Adoption Center " Now , whether a child is an orphan or not, all adoptions
are contrilled and managed under this Act. |
